India saw the dawn of the Placement Industry in late 70's
& early 80's. All this started from the then major, and
may be the only, business center and port viz; Bombay, by
the Travel & Tour Operators. Initially, the Travel and
Tour Operators who used to take groups of visitors for sight
seeing/ holiday to various countries developed contacts during
these excursion trips and started sending Indian manpower-primarily
labour class and some skilled categories. Gradually, more
and more Travel and Tour Operators got into this venture and
then followed some educated/qualified enthusiasts.
As the requirement of technical personnel and professionals
Overseas grew further, more and more educated people became
aware of it and the recruitment industry took off with a bang.
As the quantum of Indian manpower seeking jobs overseas grew
fast so did the associated problems like Overseas Companies
not paying salaries in time or paying lower salaries than
those contracted or fake visas being provided to the illiterate
or the semi-literate candidates by 'fly-by-night operators'
etc.
As such, the Government of India, (Ministry of Labour) started
checking the antecedents of each Recruitment Company and registering
them by issuing a Registration Certificate or a Licence to
export Indian Manpower Overseas.
However, till date the ratio of Licenced Manpower Companies
to the Unlicensed Companies or illegally Operating Companies
is possibly 1:10 or even more.
